Try to find out from her in casual conversation what knitting store the cool hip knitters go to. Don't go to a store that caters to old ladies mainly, unless that's all your town has.
Swipe something she has knit and take it with you so the people there can assess her ability level in case you decide to get a pattern book. (Don't forget to put it back after the store visit!)
There's so much out there for young knitters today. If you can't come up with anything else, you can get her some expensive, luxurious yarn (several balls of the same one if possible) that she probably wouldn't buy for herself. Most knitters are terrible for spending money on projects for others but not for ourselves.
You probably won't have any trouble getting help at the store, because the people working there should be knitters, and we would all love for our SO to go to the trouble of getting us just the right knitting gift.

There are always pattern books. These can be tricky, though, since you always have to factor in things like personal style, skill level, etc. The best knitting book I've ever gotten, totally suitable for any knitter, is Vogue's Stitchionary. No patterns, but all kinds of fancy ways to jazz the patterns you have and make them totally unique.
To follow up with the tote bag suggestion above (which is a great one), I got some of those collapsible canvas storage cubes last year and they have become indispensable. First, knitters tend to hoard yarn and never have enough places to put it; and second, they are excellent to hold balls of yarn while sitting on the couch.

Really nice tote to carry her knitting things in is a nice gift, you can go from a fairly inexpensive plastic tote box to a pricey leather bag, but most knitters like a nice heavy canvas bag or a knitting bag with a frame inside it that will stand alone. A small matching bag for yarn needles, gauges, cable needles, stitch holders, stitch markers, measuring tapes (all these gadgets make good gifts, too, btw) is nice, too. A good hand lotion is a nice gift too, since rough hands can pull on the yarns. Needle cases are nice to get too.

A knitting tote, the bigger the better/w/LOTS of pockets.
Gift card,
Fancy yarns--with the SAME "dye lot" numbers
A new Rubbermaid storage box to hold all her yarns....maybe a small one to hold all the "tools"
SMALL, fancy scissors
Yarn needles
A blank journal book to write down her favorite patterns in.

a great gift, for her to carry with her, would be a cute makeup bag filled with a nail file, hand lotion, stitch markers, tape measure, notepad, and pen.
They also have lighted knitting needles - in case she is ever knitting in low light or in the car a night. Knit Lite is the brand I have :)

OK I just bought something for some one for Christmas, it is a book on patterns how to knit ipod and phone holders. it was so cool and the person I gave it to loved it. if you get that book make sure to get the small bamboo needles as well.

if she likes to knit patterns you could get her some stitch markers (little plastic rings), or you can get her a tote bage that has pockets for the needles, pockets for the yarn and enough room to fit her project in,
