I am puzzled by your description. Have you been wearing blue or green clothing? Sometimes dyes rub off on the skin, and blue clothing can rub off as green. Perhaps you have a skin infection, and in that case you should see a doctor without delay. Does the "green stuff" wash away when you shower? How long before it comes back again? If it is not from clothing, then a doctor's opinion is needed.
Do NOT attempt to remove the hair from the area. That could seriously damage your skin if you do that when the skin already has an infection. Hair is necessary to have healthy skin in that area.
