For a person just starting out....NY, if your agent thinks you are ready, they'll send you to LA to try and get som TV work. Miami is def good for commercial modelling, but its useless if you are shorter than 5'8 and that goes for LA, and NY as well. Before you go anywhere make sure you are qualified...look up acting classes and build your resume up with local theatre work.

The Big apple, New York, New York. There is alot of exposure for a not so big State like California where one can get lost amongst the competition.

"Actors" go hungry within site of large studios, as "Singers" play for coins dropped in a hat in Nashville.
START is subjective, as Beginning this plan must start long before belief that PROMISE awaits.

I would say LA. Just because that is where most auditions and studios are. To make it, you have to audition all the time. So it is wise to live where it all happens. Good luck
