What an interesting question! I have wondered in the past if blind people could conjur up a mental pic of something based on the way it feels, or if there is no mental pic involved. It is especially interesting to wonder if they can imagine color, even if they never saw a color before...
They can definitely dream obviously but whether or not they dream in pictures is an interesting question.

Yes and there has been some documented in Color, like Stevie Wonder, he was able to see until he was 5 or something, like Ray Charles too was able to see till around 9 I believe. Why dont you go on-line to the Hadley School for the Blind and see what they have on the subject.

Yes , blind people can do. Becouse there is no link of eye in seeing the dream. It is a feelings of your soul.
