Each human cell, with the exception of the sex cells (sperm and egg), has 23 pairs of chromosomes. One of the pairs is the sex cells (XY = male, XX= female), leaving 22 pairs as 'somatic' meaning any cell but sex cell.
Each cell, not each human, has 23 pairs of chromosomes. This is the only way that skin cells can regenerate themselves (as well as almost all cells in human body).

You misunderstood your teacher. There are not just 23 (not 22) pairs of chromosomes in the body. There are trillions. Each CELL has 23 chromosomes.
