How come when I push 'browse' to upload a picture to my profile, it will not open up 'My Pictures'

I does absolutely nothing. I can not upload any picture anywhere. How can I fix this? If I can't fix it, how can I rig it so that I can get the URL or what ever it's called of my picture to post?
