Call your local pet store, petsmart, petco and ask someone there. I have had issues with fish that could be anything from an old dying fish, being attacked by other fish, swim bladder float disease, or lack of oxygen in the water.

Yeah I was about to say it probably has a broken fin! you should get it checked out or you might have to say bye bye to an old friend. Just think of having to be in pain and not having anything to do about it, wouldn't you want to be relieved of that stress?

Its swim bladder, very hard to treat. First do a partial water change, if you know how to test for water parameters try to get it to safe levels. Then reduce how much you feed him.

Other than that its fate.

your fish has swim bladder disease, it may not recover
you can make his life a little easier by dropping the water
level to 6 inches
