im very short. 4 feet 11 inches only :| &everything i buy is just too long for me. it kinda sucks having to hem every pair of jeans you own. i perfer more of the low rise ones. just not too low rise. please help me. thank you :]

Nice and cheap.
You don't have to hem them all. You can fold your pants a couple times too.

are you male or female, how old are you, what are your measurements?....
it's really difficult to find jeans w/ the right inseam length, i have the same problem, but i'm 5'4"... and i also prefer low rise ones and not having to hem them... i find them at aeropostale, american eagle (you can also purchase online for american eagle to have jeans made to your measurements), and abercrombie and fitch (Boys ;p)... it's also good to find a store where they offer free alterations (hemming), one of which is UNIQLO, their jeans fit great and have exceptional quality clothing.
