(1) It goes away as nations become industrialized
(2) Nations or societies in peacetime tend to find reasons to fight amongst themselves when there is no outward enemy to be united against.
For 1:
Industrialization represents an increase in technology and, arguably, "way of life." Of course, this industrialization also requires work, research, money, and customers. Work brings people away from their families and money brings another factor into relationships that once revolved around care and kindness. Customers are introduced to new and exciting products like, say Xbox 360s, that are far more entertaining than dinnertime chats with ol' mum and dad. Of course, it's not like mum and dad are there in the first place, because they're off working in order to afford the highly priced gadgets that they buy their children in an effort to show their love.
For 2:
I live in NYC. I saw that immediately after the 9/11 attacks, this city was united against a common enemy. In fact, much of the United States was pushing for war and vengeance. A few years later, NYC has once again returned to its old self: a cold and distant jungle of steel and concrete. People still push on subways, walk quickly as if they have somewhere important to be, and try to avoid eye contact with strangers. The United States itself is vastly split on the War in Iraq.
We show love, care, and kindness most when we are all in clear and imminent danger. That clear and imminent danger is mostly gone for the mass majority of Americans.
(I do believe that an alien invasion would do the world some good)
