I'm thinking of renting a cart/kiosk at the Great Mall or Westfield Valley Fair. I'd like to sell accessories (jewelries and purses).

It depends on the area, what area are you planning on getting this started? At the Grove in Los Angeles they charge about 4 to 5 K per month. Yes you heard me right, that's why it really depends on that fact and what mall, of course it can be less, depending on the mall too.
So specify that.

Call the mall and ask. It's up to them how much they charge.
