This is my view on Israel (and many other countries are like this): That there are many extremists in the country of Israel, but they don't make up a majority. So, the leadership has two options really, either play coy with the extremists and conserve unity, or enforce law or desert the extremists and treat Palestine properly...

So your question is rather "how does a leader balance the various factions within his/her own government"?
They must reach out to the leaders of all concerned party's and have meaningful dialog, and deliberations with them, so that no one feels disenfranchised.

First off, I find your question confusing. Secondly, I can only say that morally any nation with a government has the obligation to protect its people. Also, morally it is wrong to sleep with the enemy in order to obtain peace. Like all relationships eventually the bed becomes old when communication is weak.

1st you have to define what you mean by "morally". Every govt has the duty to protect its citizens. If by morally, you mean not offending other countries, well, I'd rather be right than popular. A national leader must put his nations interests 1st. Anything else is immoral.

How is "national unity" incompatible with good diplomatic relations with other countries? You should really explain your thinking behind this. You're not making much sense.
