Not necessarilly, depending how you define it.
Many psychologists believe currently that few people are 100% heterosexual or 100% homosexual - rather, we're all somewhere in between. Now if someone is 99% homosexual (and therefore 1% heterosexual), are they "bi?" Probably not. But there's a gray area somewhere between there and 51/49 that would be the "line" between being gay and bi (and another one on the other side which represents the line between bi and straight).
There are two sides to this basically. The first is the mental side - your sexual identity is defined mainly in your mind. Some people have a stronger aversion than others to certain types of sexual contact. The other is purely physical - if you were blindfolded and felt a sensation (whatever sensation you prefer to insert here), would it matter if the person causing that physical touch was male or female if you couldn't verify that gender using any of your five senses? At that point it would come down to what you prefer to imagine the person's gender is - and if you honestly don't care, I'd say you were bi - whereas if you're actively hoping that it's the same gender or the opposite gender, then you're gay or straight, respectively. If you're somewhere in between, then you're simply somewhere on that border line.
That being said, many straight men are aroused by seeing lesbian type contact, without being remotely close to being bi themselves - because being bi (for them) would mean they would have some openness to a man having contact with them. I'd say those men are straight, not bi, or even in-between. Likewise, a woman who is turned on by seeing men kissing each other but is repulsed by the idea of a woman kissing her would be straight. Accepting (or even being aroused by) someone else's sexual identity does not make you part of that identity yourself, per se.

Are you talking about women kissing, or anybody who is bisexual or lesbian (i.e. you get turned on when bisexual men kiss)? And if it is only women, do they have to be bisexual or lesbian in your mind for it to be arousing, or is just the image itself enough? And what sex are you? Male or female?
You are bisexual if you are a 'straight' woman who also feels sexual attraction towards women and can imagine in the future having a sexually satisfying experience with a woman. Or vice-versa being a 'straight' man also attracted to men. If you're a woman and get turned on by lesbian kisses between women, but aren't attracted to women, then you aren't bisexual . . . it's just one of those weird things that happens to turn you on.
Hope that helps.
