Most of the people on here are all of what? 14? They use chat slang and most of the time they just spell a word how it sounds. Also at 14...did you care about grammar?
Then there are just some people don't care if they sound intelligent, as long as they get their idea across.
But most of all...remember WHERE you are. The general population of this place doesn't speak English as a first language, and even if they do they might not have good keyboarding skills or they just might not be good writers.
Not all of us have the gift of sounding just as if we were talking instead of writing.

Some people are in a hurry and can't be bothered with writing perfectly. Some are illiterate or just do not know how to write properly.

I think it's mainly because of the poor public school system and the general chaos of our culture.
Teachers only want to teach kids things like how to make a miniature covered wagon, how to do an archaeological dig, how to bake biscuits ... all manner of useless and miscellaneous things instead of the real nuts 'n' bolts of education.

Well, you assume that people want to sound intelligent.
Evidently, most don't.
Others, of course, believe that taking the time to capitalize, utilize proper punctuation, etc, are too time-consuming, possibly resulting from slower typing speeds.
Others don't really care. Communication is effective as long as it communicates an idea. "u" and "you" are both perfectly understood, and so communication has served its purpose.

I have been told that your hand can't keep up with your brain. If you could think slower about what you are writing you could write better. Been told that is why doctors have such bad penmanship.
I am assuming penmanship is what you are referring to

Sadly, many people do not care anymore. With text messages and instant messaging a lot of kids could care less. It does look ignorant though.
