When are the stage three water restictions coming for Victoria, Australia?

I thought they already had. I saw an article on the news tonight about how Brack's was going to crack down on over users of water. The journo said that Vic was only on level 3 and taking these measures and we here in Qld are on level 4 and not even doing that.
