2 words - dick shrinkage. Your johnson gets smaller when its cold, so the urethra isn't as constricted. Its the opposite effect of trying to urinate with an erection, where you get a small, narrow stream, if you can get any out at all.

Your bladder constricts with the cold and forces it out faster.
