To the best of my knowledge, such cafes do still exist, BUT my understanding is that using hash/pot is only tolerated NOT legal. 20 years ago you could buy small amounts (3 gms?) in the basements of some shops and smoke it upstairs in the shop and/or buy such goodies as hash brownies at the counter. The cops want to know where it's at, so they tolerate a certain amount of freedom in the known cafes. DO NOT try to buy or sell in the parks, etc. YOU WILL BE BUSTED.

Yes, there are many such cafes in Amsterdam, and you can generally tell by the smell, though not every cafe is recommended for visit.

yes, they are everywhere just be careful of pickpockets after going into one
