Along with that, you can also run a filter that will make the image look like it was printed on the type of printer that is synonymous with comic printing.
Its called a half tone effect and you can run it by clicking...
Filter/Pixelate/Color halftone
you can mess with the setting until you get what you want.
It's an interesting effect.

What are the main characteristics of comic book art? of course there are exceptions but they are basically:
- Forms are defined by lines drawned with ink using a pen or brush.
- Highly-saturated flat colors
- Simplified backgrounds
- Simplified color shading or non at all if the ink work is good.
You can use layers and masks on photoshop and even some of the artistic filters to flatten the colors. For the ink work... nothing in the basic package can do that. There is probably a third party plug-in for $ale, otherwise you will have to put your drawing abilities to use.

You didn't say what kind of comic book. If its a drawing thats already comic, than you are a good way there. There's a great site related to Anime in Photoshop which instructs how to create opacity layers using your magic wand and using gradient fills. Extra step -- use a subtle watercolor filter also.
A standard picture could be tricky, but I guess I would start by making it grayscale and using extreme contrast. Then I would switch back to RGB and start dinking with those layers and effects. Good luck.

Start with a simple image. Put it on the working background layer - name it color image.
Next click and drag the color image layer onto the Create A New Layer button at the base of the layers palette - name this layer line art.
Choose Image > Adjustments> Desaturate to make the image grayscale.
Choose Filter> Stylize> Find Edges>
Choose Image> Adjustments> Brightness/Contrast. Now increse the brightness & contrast until you are satisfied with the "drawing".
