My friends.....this case has been puzzling me all evening. I received a laptop from a government surplus sale which came with windows XP professional installed. When I tried to log in with the username and password they created for me, it says something like "You have been locked out, contact your administrator" So, thinking I was a clever ol' soul, I used winternals ERD commander to attempt to change the Adminstrator password (and every other user's password for that matter). When I try to login to the administrator account (with the password I thought I had cracked and reset) it says incorrect username/password. I also changed the password for the other users listed in the program and when I attempt to log in under their names, I get the same locked out message that I initially described.. I need someone's help here. I don't have the XP cd to simply do a re-install, so I really need this thing cracked. Thanks so much in advance.

Simple. Restart your computer in safe mode. There will be another administrator account that is invisible. Use this account to delete the password on the other administrator account.

restart the pc and press F8 enter safe mode and change password.
