SAINT DIDACUS...
The area has long been inhabited by the Kumeyaay people. The first European to visit the region was Portuguese explorer Juan Rodriguez Cabrillo, who sailed his flagship, the San Salvador, from Navidad (Mexico). Cabrillo claimed the bay for Spain and named the site San Miguel. In November of 1602, Sebastian Vizcaíno arrived with his flagship "San Diego," sent north by Spain from Navidad in Mexico. Vizcaíno surveyed the harbor and what is now Mission Bay and Point Loma, naming the area for the Spanish Catholic saint St. Didacus (More commonly known as San Diego). On November 12, 1602, the first Christian religious service of record in California was conducted by Fray Antonio de la Ascensión, a member of Vizcaíno's expedition, to celebrate the feast day of San Diego.

Upper division classes wouldn't be as big as the lower division introductory general education classes. Every professor has his or her ideal number, but its just not going to be that perfect. So, you have to make compromises. What is more important to you: lowered cost, convenience, OR the single idea of smaller classes? If you want to save some money, then go to SFSU. You probably will have to borrow less in student loans (if any) but then you don't get that rich program from UC Davis (although, SFSU is still decent) If you get financial aid and it covers most of your tuition and fees. give UC Davis a try. It is a great school to go to and it has a rich program. You can also avoid the political scene, if you choose to. If it isn't your cup of tea, don't drink it and leave it alone. I doubt that Davis is that much expensive than SD, considering that UCSD is in an upper class area (multi million dollar homes around it, ocean is nearby etc...)

In general, UCSD is probably the better school. But since you're worried about the English program, which according to isn't very good at UCSD, I'd decide between UC Davis than SFSU. UC Davis is better than SFSU in general, but sounds like you prefer SFSU more to the other two.
