Making your own would be a real hassle. It would be hard to find good leather, and trying to get them sewn together would be pretty hard to do without the proper equipment. Besides the time involved, they probably wouldn't end up looking very good. Try searching around on the net, and you should be able to find some good bags at a good price.

Some good sites to check out are
allmotorcyclesite
fox creek
moto leather
or just check out a local bike dealer

You also should be sure to get saddlebags that will fit your bike properly. Another concern, is what do you want to carry in them? When I bought mine at allmotorcyclesite.com I made sure to get a set of bags that was big enough to hold my leather jacket. Because there's nothing worse than having to carry your jacket around on a hot sunny day because the saddlebags you got were too small!!

Go to GI surplus and get a couple of ammo boxes, then all you need is a couple of brackets and bolts. Voila": pannieres
