Skeleton people refers to those addicted to meth or crank. They eventually look like walking skeletons.

Cops and rehab people can identify a meth user very quickly just by their appearance. Here's a link to some before and after photos of meth heads.

It can also refer to people with a certain disorder - Marfan Syndrome.
