It means that people are suspicious of that person, they are acting like they did something, just can't trust someone who is shady.

That means not being totally honest in your dealings. Like you are hiding something or doing something you aren't telling anyone else. My hubby has a friend like that. You can see it in his eyes and by the way that he carries himself that he is not totally honest.
