Yes, but you must live in the harbor, and you get a Pobox for your mail.

Why would it be illegal?
Lots of people do it.....they are called houseboats. I live in a small rural community that has a river and lots of people live on their boats year round. I know that some people choose to live on boats in larger cities because it is cheaper than rent. As for the mail, get a PO box at the nearest post office. Sounds like fun.
Go for it!!

It is possible if you know what you are doing.
I have a brother-in-law who lives in a boat near Panama. He built it himself. During good weather he stays on the boat full time, and spearfishes for food. During bad seasons he parks the boat and works in hotels for extra money.
His wife speaks Spanish, and when they journey back to the States they always have tales to tell.
I assume he picks up his mail in one of the nearby cities at a post office. I do not think he even has a US address any more.

Yes you can live aboard. I have been doing it for 7 years. I have friends who have lived aboard for 12+ years. I live aboard a 38 ft sailboat with my wife and 2 cats. The legality varies by location. In our area the general rule is that 10% of the slips in a marina can be liveaboards. We receive our mail at a PO Box and our harbor office will receive packages for us. There are many people who live aboard boats and cruise throughout the world.
It is a very different lifestyle from landlubbers. You have to downsize and be efficient in your use of space and resources. The life is quite liberating.

To date no Panda bears have ever lived in a boat. Several have taken long voyages but this was not a permanent arraingement.
Pandas do not receive mail. Ashore or aboard.

will you just be sailing in the middle of the ocean? how will you get food? You can live in a boat if you are still on shore but i'm guessing you want to be out in the ocean. maybe the birds can deliver your mail. good luck with that.
