LOL!!
I have the same problem, I'm gonna start returning the "gifts".
Thanks for the idea.
Call your local animal control. They can tell you the laws for your area.
Good luck
PS. Maybe start aiming for windows and the front porch. Maybe if it's stepped on they will get the point.

Most cities are adopting leash laws that not only include dogs but cats as well so check with your local law enforcement/animal control.
Some cities have a "pick up your poop" ordinance as well so you might want to check on that.
You can also call your law enforcement/animal control about "stray" animals on your property.
Don't kid yourself, your neighbors probably know that their animals are leaving their souveniors somewhere and it usually isn't in the yard they belong to which tells me that even if you politely complain it will probabaly fall on deaf ears because they clearly don't even care about their pets if they allow them to roam so I doubt they will care if it's your yard that is the "dumping ground".
Liquid ammonia along the property line tends to discourage them and you have to do it quite often, especially when it rains and it will kill your grass.
I have also used Moth Balls along the property line as well which will also kill the grass if they are spread too close together.(Moth balls will disintergrate in the air and faster with moisture so you will have to stay on top of them and keep them spread.)
One thing I haven't tried is scent that you can either order from a Sporting Goods Catalog or maybe even from your local Sporting Good Store and that is Panther or Wolf or Coyote scent.
It may cost more than Ammonia or Moth Balls but in the long run it may work better and probably won't kill your grass.

None for the cats. Call your animal control office and ask about the dogs though. You usually can't let a dog roam, and you have to pick up after them.

most cities have laws or by-laws requiring owners to keep their pets on their yards.. usually this means you can charge owners who allow their dogs or cats to deficate in your yard.. you can pick up any "strays" that come into your yard and take them to the city pound or animal shelter....

call your city police department and ask about the laws in your area...

your city might have public nuisance laws that involve pets. I would contact the local animal control office (usu. w/in the police department) to see what you can do.

However, before you do this I would politely mentioned this to your neighbor and your concerns. Maybe they will pay better attention.

You cant control a cat. Just put barbed wire fences up and that should keep them out.
