This is very common. Your ISP is blocking the outgoing email port to prevent SPAM being sent out through their network.

One workaround is to send your outgoing email from your ISPs mail server. This involves changing the outgoing mail server to their server (usually something like smtp.[ISPname].com). Even if you are reading email from a different email account, you can still send email out via their server. However, this usually only works when you are using your ISPs network, and won't work when you use another network.

Some ISPs will allow outgoing Port 25 if you ask, and some require a "business" account to let you use this port. If you have an email system that allows receiving SMTP traffic on another port, you can usually get around the ISP restriction by using the other port.

Check the router. The computer might be in a DMZ.
