Most Bowls invite teams who are going to bring the fans, so it makes sense to invite schools who are relatively local.

In several Bowls, there are also contracts with the Conferences, ie the Holiday Bowl is always Pac Ten #2 vs Big Twelve #3

For most smaller bowls that are not linked to the BCS it's about putting butts in seats. Most of the smaller bowls are linked to conferences that have teams naturally close or near its geographic base. Take the Independence Bowl for example that pits a team from the Big XII against a team from the SEC. Most of the teams that could possibly go are close geographically and therefore have a greater chance of their fans traveling to the game.
Anytime a bowl has a chance to grab a regional team they will because the closer it is to the team's fan base the more tickets they will sell.

well its all upto luck actually n jus cuz some games r coincidental dont mean nuthin
i mean u also got hawaii playin in da hawaii bowl ....but theres a lot of others dat aint even close....like TCU n NIU in san diego, ohio state n florida in arizona, wake forest n louisville in lousiana see not da same
