How would i get Relicanth in pokemon Sapphire do i just dive under water to get it

Go to route 126 and dive underwater and go through the grass. He's rare to see though adn only appears 5% of the time. Usually you'll run into Chichou or Camprel.

That is the oldest game , Pokemon Leaf green or Fire Red version at least
