If you want a cheap flute, and don't mind that it may end up being disposable...I have found that Band Now flutes (often on sale for $99) create a nice, clear and surprisingly in-tune sound.

The only two examples of this flute I have heard both had beautiful sounds, and have held up for at least a year-and-a-half.

I AM a flute snob (master's degree in flute performance), but I have been surprised with my personal experience with this brand of flute. I have heard of a few repair issues from others, but have not experienced this myself.

Slightly more expensive are the Woodwind and Brasswind versions which I heartily recommend for those on a budget. Be warned: if you purchase a NEW flute for less than $99, it will likely literally fall apart within 1-3 months. I have seen this far too much, and it is sad a frustrating for the gift giver and recipient.

For those NOT on a budget...I recommend recently made Jupiter, Gemeinhardt, Yamaha and Selmer flutes.

Good luck - and what a nice gift!!

I bought my daughter a flute on ebay. It cost me less than a $100. Obviously, it's not for concert level players but it was good for her to start with.
