Steam condensation is causing the staining. It would be best to have an exhaust fan running during showers to eliminate the water vapor in the air. You could try a mildewside paint to help eliminate this problem.

If you've explained properly and have disconnected the wires from the switch and the fan and light still had power then the switch is definayely not the problem. If before the fault the fan remained on for a Period of time once the switch was turned off then you have a permanant feed to the fan which operates on a cut out, this could be the problem but going on what you've said I would suggest that the water is most likely the issue and that you have connections shorted in your loft. I would not recommend that you attempt to rectify this on your own. Whoever carries out the work will have to check all connectors both in the ceiling Rose and fan and will have to check for water ingress. Don't listen to people advising you otherwise. An electrician would be advisable but at the very least someone with experience.

Perhaps you could provide pictures of the ceiling when you are taking the shower?
Otherwise just paint the rest of the ceiling yellow to match.

It is probably a problem with mold. In florida we have that alot. I would suggest repainting it using a paint specially made for bathrooms only. One that is exclusively for mildew resistantcy. It is often a bit more expensive but really, worth the price. Try that and see what happens. Either that or maybe you have a leak. Make sure it is not a water leak first.

Your ceiling, and probably your walls too, are turning yellow from people smoking in your house. It's more noticeable in your bathroom because the moisture condensate is attracting the tar from the smoke and concentrating it.

The moisture from the shower is pulling the oils out of the paint. Always run the vent
