I know it has to be cold in order for it to snow. That's a no brainer. Maybe i should rephrase it: Why is it that some states don't get cold enough for it to snow when, a neighboring state gets snow?

Altitude is one reason. If a place is higher it will be colder, and more likely to have snow.

Latitude is another. All other things being equal a place closer to the Equator is likely to be warmer.

Proximity to the ocean is another The oceans heat up and cool down more slowly than land. In winter the ocean is warmer than the land. This makes places close to the ocean warmer in winter (and cooler in summer) than places inland.

Every STATE in the U.S. has had recorded snowfall, but not necessarily every city. As the others have indicated, certain conditions must be present for it to snow and IF the conditions aren't right then it ain't gonna snow; simple as that! Your question is a little like asking why it doesn't snow in the summertime. Same answer! Too warm, too hot, too something!

That's because of the position in the planet of some states. If the states are between the capricorn tropic and the artic polar circle those states would have the 4 stations. But if the states are in the capricorn tropic or below, they wont have the 4 station, just some kind off summer and a rain station

I can't believe I have to answer this question....Because you need the temps to be less than 32 degrees F (0C) before water can turn into snow.

It does not get cold enough for that to happen.

I think because in that place is always hot, It's never cold.

to hot/wet/bad winds/warm fronts...
lot's of things play into effect...
it usually has to be 10-40 degrees(F) with a low chill
