There is no difference. There are different types but they are all water heaters. There is no such thing as a Hot Water Heater. Why would you heat hot water unless you were boiling it on a stove? A Cold Water Heater and a Water Heater are the same thing.

A cold water heater is a water heater that isn't working thus the cold water. A hot water heater seams redundant because why would you want to heat hot water? A water heater is a thermal transmission device, either electric, gas or oil fired. A glass lined vessel where ambient temperature water is delivered via an inlet tub to the lower part of the vessel. The electric heater or the gas or oil fired burners heat the incoming water, a discharge outlet located at the top of the vessel allows the heated water to flow to it's intended use. As stated before the ambient water is delivered to the bottom of the vessel and is discharge at the top.. this allows incoming water to force the heated water at the top(heat rises) of the vessel out.

when using solar energy in it pure form as to say not converting the sun to electicity, anyway there are tanks and pipes and storage all in a system that both requires and causes the water to move as heated, if you think about cool water in a bottom storage tank being heating and made ready with heat to move into blackpipes the cold water is actually being warmed by the hot water and black container well as it moves into the black pipes this would be the water heater until finally moving into the top black tank which still recieves the sun to heat the hot water or outside source. it's kinda of hard to explain but I hope this helps you.

They are all the same thing - same as garden hose and hose pipe - just according to who is speaking and what they are used to saying
