http://www.anfyflash.com lets you build your Flash stuff online for free (may have some limitations to its banners or buttons).
Other options below (not free if you figure you want something better!)

Okay, a site I know lets you download a free animation program. I've never actually tried it, but you can try it if you want. This is going to be all quoted.
"Alright, this program is called unfreez. It's pretty simple. Just drag the .gif files you want animated into it, and click "Make animated Gif!"
If you want it to ainmate slower, make the frame rate higher :D
