Texas A & M stands for Texas Agricultural and Mechanical. If you look at the "1964" section under the included link, it pretty much explains it. It used to be the Agricultural and Mechanical College of Texas, and was changed to Texas A & M in 1964.

Officially nothing -- it's just part of the formal name, like in AT&T. But originally it stood for "mechanical". The school was founded as the Agricultural and Mechanical College of Texas.
