because tweens can feed them selves and use the toilet so they can be responsible enough to take care of therselves for a little while and if they get in trouble they will suffer the consequences at least in my house

I think its all about different developmental stages. Teenagers can make predictions about what might happen, whilst younger children just find out when it is too late.
