You should include more info but if it's to reboot your computer,I'd simply hit control,alt, and delete at the same time.If it's about bios well then you have to select F1 or F2 to get inside and set it up to boot from the cd.Hope this helps.

Your question should read how to boot from the disk(windows)?
If that is what you mean. First insert the windows cd in the cd bay, and restart the computer. Press any key to reboot from the cd if it asks to.
If the BIOS does not boot from the cd, then do as follows
1) Restart the computer once again
press either F1/F2/F7/F11/delete keys to take you to BIOS settings. (This key is different on different computers)
2) Once you are in BIOS look for the boot sequence. If you see the boot order in BIOS settings page, you can press pg up or pg dn key to change the boot sequence. Again the keys to do so may be different, it should be explained there on the same page what key to press.
Change the boot sequence so that the cd drive appears first, the hard disk second.
Press F10 to save and exit.
Now it will boot from the cd drive. Again it may ask you to press any key to boot from the cd.
The windows installation will start, if that is what you are trying to do.
