this is not correct. You forgot to rise x in third power
(3x)^3-2x+7y=
27x^3 - 2x+7y
Now, we know that x=-3 and y=-7, we obtain
27*(-3)^3-2*(-3)+7*(-7)=
27*(-27)+6-49=729-43=686
