Photoshop substitute for quick project?

I typically have Photoshop at work, but I'm finishing up a powerpoint on my day "off" (only small things left, nothing worth going back in for). I need something which lets me take 2 layers and make the top layer transparent. Almost like creating an overlay. Do you know of any free, downloadable programs?

If you're really desperate, you can download a trial from Adobe.com. It's murder on your computer if you have dialup, though.
