I would think so. I live in a [Borough] of a city, and we have one. It's like we're a city in a city, if that makes any sense. Also, the other townships in my city have mayors.

The mayor/city council arrangement is one of several possible arrangements; the # 2 most popularly used arrangement is called the city manager model. In this model the city manager does not stand in opposition to the council (like a little president & a little congress) but rather the city manager works for the council; he is their employee & therefor is immediately accountable to the council.

I would not think so alot of municipalities are very small
