They transport packages for you from A to B.
Like UPS or Federal Express.
Except they are used for Nuclear Weapons, Viruses, Gold, Fire Arms, Cuban Cigars, Kidneys, Absinthe, Heroin, Cocaine and many more things. (All of them hard to transport across borders)
A Diplomatic Package cannot be opened by anyone.
This means you can send a ton of Cocaine from Colombia to the United States of America legally.
Every Country has them and their services are very expensive.

A "Diplomatic Courier Service" is not "part of the State Department"!!!!
It is part of every Government - and was there before the arrogant USA existed!!
Countries make diplomatic arrangements - like embassies being treated as "your own country's soil". Your own country's representatives, the land and buildings, the 'pouches'/bags containing messages and such, and the people - 'couriers' - transporting them, get special exemption from the laws of the country they are in. One is not being searched while entering or leaving a country.
Wars have started over breaches of "Diplomatic Immunity", when a person, 'pouch' or courier with pouch have been interfered with.
It is - or at least was - a safe way to get sensitive information into and out of a country, especially a potentially 'enemy' one, freely.
The Internet may have replaced the pouches and the couriers, to some extent. But, if you don't send a piece of information by Internet/fax/phone, but only in written form carried by a courier - who is allowed normal travel out of a country - then it may be even more secure than 'instantaneous' transmission by the other means, as it cannot have been 'overheard'/scanned.

Yes they exist. It is part of the state department, and they carry diplomatic pouches, to our foreign embassies.
