3 Don't try to eat and talk at the same time
4 When you are on the phone, talk to the person on the other end, and don't try to carry on three conversations at once...It isn't fair to either party.

I'd like to add that I think it's rude to carry on a lengthy conversation on the phone when you are with someone else. In any of the situations people are mentioning, cell-phone-talker person is basically saying "This other person/conversation is more important than you".
Some people think its rude to talk on your cell in a store. I don't. As long as you're not loud or talking about something personal.
