how do i get the top bar from disappearing when im on the internet?

i had a problem with getting the start bar from disappearing but i got that to stop disappearing but i cant get the top to stop disappearing.

Press F11

right click on it and uncheck autohide
or make it full screen by pressing f11 then press the windows button on your keyboard right click on the internet tab on the start bar and uncheck auto hide
