You definately need to seal them there are many ways to do it you have chosen one thats no so great but should work. Light a candle and hold it around the edges to look for any leaks and fix those. I cant tell what kinda windows you got but weatherstripping is usually the best bet.
If the windows are not dual pane (2 windows thick) then you are probably loosing heat through conduction. If you dont mind the dark or have windows your not using cover them with a blanket. just put small nails or thumb tacks to hold them up. Also clean the air filter (or replace) in your furnace this may be clogged and not letting the air circlate well. Also your thermostat may be incorrect get an aditional thermometer and check the room temp. If its 65-72 your good. You might just need to move aroun a little bit. Also electric blankets are $24-40 at Walmart and they use like 1/10 of a kilowatt per night thats about 10-20cents a night and they will keep you nice and toasty that way you can turn the heat down at night and use that savings to apply for warmer temps while watching tv or resting in the evenings.

Some gas companies have a service that checks homes or apartments for air leakage due to gaps around the window /door frame. This problem can be corrected with the proper airtight strips that you can stick around the frame.Also, the exterior doors require a "door sweeper" installed on the bottom of the door which will sit tight on the "threshold" and provides a very good airtight.

You probably don't have any insulation in the walls,or roof. The only thing you really can do, (for the windows) is get some 4 or 6 mill clear rolled plastic, and tack it up in-front of your windows from the inside.That's what I have to do, and it really helps, As for your walls, Tack some blankets up. I doubt if your manager will do anything!

a fast fix if it's freezing outside is to go get clear Gage vinyl and staple gun it to the inside or outside of your windows. Many people will have frames built custom. It's cheaper than the heat you paying for that is escaping. If you own the home, I'd consider new windows next year. If you rent the utility company in many states will come out and winterize your home free of charge

every hole in the outside wall allows air in. Stuff insulation behind the wall receptacles. It is possible there is no insulation in the walls. I would call the super (landlord) and complain. Talk to to other tenants to see if they are cold.

Are you a ballet dancer? or will this be made consistent with risk comic strip form stuff,like Ken and Barbie? Its slightly troublesome to persist with yet i think of it mite paintings on the babies courses and so forth?..Or is it in basic terms made up crap
