What do you mean? Plane departing from Taipei at 8 p.m.? If it is a direct flight to the U.S., then they have stricter customs check (for liquid gels, etc.) so it's advisable to be at the airport at least 3 hours before the plane departs. Then it depends on where you live. If you live in Taipei, getting to the CKS airport in non-rush hours takes about 30-45 minutes but may be quite longer if there is a traffic jam. Plan accordingly.
If you mean that the plane arrives in NYC at 8 p.m., then the flight time depends on what connections you have. Generally it is about 16-22 hours, plus, of course, the time zone difference (13 hours behind in winter, and 12 in summer).

Well, EVA Airlines leaves Taipei at 6:20 PM and gets to Newark 10:05 PM the mext day. with a stopover at Seattle.

China Airlines takes about same time going to JFK with a stop in Anchorage.
