they remove trees to build what is to be built but afterwards they fill in all the open space with grass, trees , shrube etc. to give back

In the forestry or logging industry, remove means to mechanically harvest all standing timber. Usually the land is then burned to release bound pine seeds and or destroy undesirables. The term reset applies to the planting back of the trees. When timber is reset it is almost always reset in pine of one or many varieties. Reason being that hardwoods have such a low survival rate and are cost prohibitive. Hardwood is also a slow starter in many cases and has a longer set to harvest time than pines do.

"remove and reset" in the construction industry is the cost associated with the removal and reinstallation of an object that does not require replacement. Example: If you must replace your kitchen counter top, you would remove and reset your sink, and stove top.

It means just like it sounds if you remove or have to remove something you must put it back or reset it.
