At the very least it's a Good idea to to make face contact. some cultural groups interpret eye contact as intrusive and or aggressive..so in social setting an acknowledgment of a friendly expression will be less likely to cause any possible offense. certainly staring is just plain rude. So, i would say it varies in degree with who, someone is trying to talk to. if trying to communicate with someone and that person is looking in every other direction but towards the person who is speaking that is very bad etiquette ! It sounds to me that you are making the right judgment call as you see fit...

Maintaining eye contact can be intimidating for some people. You should watch them to see how much eye contact they give you. Just starring blankly at someone may creep them out but for heaven's sake don't just stand there starring at your feet. Make eye contact when eye contact is necessary. For example: If you are saying something important or they are telling you something important. Eye contact is a must when introducing yourself and when you say goodbye. Occasional eye contact during the conversation is necessary but don't over do it. Think of how you would feel if someone was just standing there starring at you the whole time. Give them those thoughtful comments which begin with an upward look like your trying to remember something and then bring it home with a thoughtful look into their eyes.

well eye contact is a sign of confidence, and of high self-esteem...generally it's gud to maintain gud eye contact...especially if you r in an interview...but just don't stare at the person cuz that can come across as a little weird, if not kinda creepy...just make eye contact until u sense that it is uncomfortable and look away briefly and continue with the eye contact...once u get used to doing it a couple of times it will b second nature...hope this helps...gud luck!

They say it is a form of respect but I cant sit there and stare in someones eyes for a whole conversation. I talk and look between their eyes and other things then back and forth until I am done with the conversation.

I never look directly into the eyes as that would feel uncomfortable, but I look below the eyes, around the nose area - it's the same thing and it shows you're paying attention.

You know in some cultures it is ok. However in the American culture avoiding eye contact is a sign of disrespect or weakness.
