Pigeons are the message carriers- hawks and falcons wouldn't. Even using them for falconry- the only way you can catch them is if they find a meal right away- otherwise it is bye bye birdie. They will fly off.
As for hypothetically delivering: hawks could carry heavier notes. A falcon would be able to carry less than a pigeon would in most cases due to their small size.

As I was studding in Massachusetts, not so long ago, Doing my report for the Mayor, for some reason him name escape me... But I wanted to see what Bird out of 10 birds were most commonly used as messenger birds, it turned out that the neither a hawk or a falcon, but the most common bird, a pigeon... But out of the Hawk and Falcon I some what forget but I DO believe that that the Hawk was most commonly used.

Falcons were used in hunting and return to the owner. Pigeons were trained to carry messages

Wrong, Hawks and falcons have never been used for message delivery because they do not home (return to a familiar roost). the bird you need is a pigeon. I you would like your story to be historicaly correct regarding falconry i can definatly help you.

homing pigeons where used to deliver messages i don't think hawk have the homing instincts that it takes to be a reliable method of delivery

actually, i believe carrier pigeons served that purpose, hawks and falcons were used for hunting and falconing

Hawks would return to the master, falcons would more likely be used for messages, or a sparrow, African or English, I'm not sure......................
