ok every one has asked me about if i have the dish connected to the computer and i dont and i am supposed to have the direct tv reicever box hooked up to my computer/tv tuner card all the connections r right but theres no signal how do i get a signal please tell me if i am making myself clear or not i only have one question that i can ask for the rest of the day i also have a splitter conected between the tv tuner card and the tv/vcr out put in to the reciever i have the reciever plunged in and the card in and also have the coax cable in the outout plug in the reciever to the cable/coax wall jack in the wall please be spaecfic i really need help bad

I really don't understand your question, but looks like you have a satellite set-top box. You can only decode satellite signals using your set-top box. I doubt your PC tuner can decode it and I am pretty sure the TV tuner CAN'T decode satellite signals (most can deal with cable).
So, the best you can do is take the output of the satellite box and input that signal to your PC's input video card. Assuming it is not copy protected or the PC ignores copy protection, then you should be able to capture that signal.

My problem was strong wind---huricane katrina, i moved the satlelie dish with 2 laptops, webcam on, the signal strenth on one laptop and the other one outside
