The UCs (except Berkeley) start posting decisions online in March and early April. Sometimes your friends will have their decisions already while you have not -- it's okay, because the UCs receive so many applications that they need to post them in batches. Berkeley releases decisions in mid-April (around April 15). Caltech and MIT release decisions on or around Pi-Day (March 14). Rice, Stanford, Harvard, Northwestern, and Brown will release decisions on April 1-2. You will receive an email to tell you to check the decision online, or you may have to wait a couple of days for the mail to reach your house. USC will also release decisions in April, but if you applied for a scholarship, and you win or become a finalist, you will know in January.

If it's rolling admissions, 4-6 weeks after your entire application is in. If they have deadlines, 4-6 weeks after the deadline closest to when you submitted all your info. Some schools are different, I eard back from mine after a week and a half, a week of which they weren't even working. But larger schools take longer.

If you haven't heard from them by April 15th, then you should call. But many will take until then to finish filling the freshman class.
