HARDY BACKA BOARD HAS SCREWS THAT ARE SPECIFICALLY DESIGNED FOR INSTALLATION, THEY ARE SELF TAPING AND HAVE WIDER HEADS WITH A SQUARE DRIVE SO YOU DON'T STRIP THEM.

Assuming you can't screw into studs behind the siding, I would use hollow wall anchors such as toggle bolts. Hardiplank is only about 1/4" thick which doesn't give much "meat" for a screw to bite into. With toggle bolts, you simply drill a oversized hole. I fear using any king of wedge anchor because the hardiplank is slightly brittle (it is concrete after all) and may crack the plank. Good luck.

Use a 2 1/2" exterior grade screw...That is if you have to screw through the shutter. If you have to attach clips(plastic shutter) us about and 11/2" exterior grade screw.

If they used plywood instead of foamboard on the exterior walls before they put up the hadyboard then just use regular srews or lags if it is foam board use a toggle bolt.

If you are planning to start on your woodworking project, this isn't something you should use, it's something that you would be insane not to. Go here https://tr.im/z65ME
Truth is, I've been a carpenter for almost 36 years, and I haven't found anything like this for less than 10's of thousands of dollars.
