The best undergraduate business programs are:
1. University of Pennsylvania (Wharton)
2. MIT (Sloan)
3. University of California at Berkeley (Haas)
4. University of Michigan (Ross)
Others that are near the top are:
NYU, North Carolina (Chapel Hill), Virginia, Babson, USC, UCLA, Minnesota, Villanova, Boston College, Texas, Maryland.
Many of the schools with top MBA programs don't have undergraduate business schools (Duke, Harvard, Dartmouth, Cornell, etc). At these schools, you can usually take finance and accounting courses through the economics department and get a degree in economics.
My opinions are biased -- but informed. I have an MBA from Duke and a PhD from Haas. I've taught at Wharton, MIT and Maryland.

University of Pennsylvania's Wharton Business School
has a great undergrad business program (Donald Trump is a famous alumnus).
MIT's Sloan School of Management has a terrific undergrad program.
Berkeley's Haas School of Business and University of Michigan's Ross School of Business also have high ranking undergrad business programs.
Hope this helps, but ultimately, try to remember that any program that fits your interests and goals is the best program for you! If the school you pick is a great fit, you'll enjoy your college experience, you'll gain a lot from it, and you would definitely be successful no matter what school you choose. As you move further along in your career, you'll find that school reputation becomes less and less important, while the campus involvement you had, the friends you made, and the life lessons you learned will always stay with you and help you.

In The UK Aston is regarded as the best Business school in the country. I expect Cambridge and Oxford to be pretty high since they are ranked 2 and 3 best universities in the world. Harvard is currently the best university in the world.
